Davis is a Welsh surname.

His great-grandfather, Evan Davis, came over (to America) from Wales.

Davis' Welsh ancestry is well documented. See Jefferson Davis: American patriot by Hudson Strode and Jefferson Davis the man and the hour by William C. Davis. His wife, Varina Howell, was also of Welsh descent. Unfortunately saying someone has a Welsh name (Davis) does not make them Welsh.
